Joe is survived by his loving wife of 15 years, Vickie Noe; his son, Jake Noe; Vickie's children, Aron (Machilla) Howlett, William (Tracy) Howlett, and Tyler (Brittany) Allen; along with nine grandchildren and five great-grandchildren.

He was preceded in death by his parents; his son, Zachary Noe; his daughter, Whitney Noe; and his grandson, Jacob Noe. Each of these losses touched his heart deeply.
