He was born on February 9, 1963 in Louisville, Kentucky to Hall and Glois (Ellis) Rowe. He is preceded in death by his Father, Hall Chester Rowe, Mother, Glois Ann Rowe, and Niece, Kendra Ray.
Garnell is survived by his loving family, Son, Jermil J. Hayes; Grandchildren, Jermil Hayes, Jr., Javion Hayes, Jaceon Hayes, and Jaliyah Hayes; Siblings, Mary Lynn (Richard Faulkner) Elliott, Bruce Rowe, Rochelle (Reggie) Alvis, Sylvia Johnson, and Dorothy (Donte) Campbell; Mother, Suzette Bennett; as well as a host of nieces, nephews, great-nieces & nephews, cousins, family, and friends to cherish his memory forever.
